SECRETARY RICE: There is, of course, the issue of the Western Sahara, and the United States looks forward to supporting the UN effort there to find a mutually agreed agreement.
QUESTION (Via interpreter): President Bush confirmed in a recent message sent to His Majesty, the King, that the Moroccan proposal for the Sahara autonomy is an ideal proposal. Does Washington maintain this position, and would Washington maintain it after the next November elections? Thank you.
SECRETARY RICE: (Inaudible) to speak to what we are going to try to do ahead. We are looking for a mutually agreed solution to this problem. It is time that it be resolved. We believe it is extremely important for Algeria and Morocco to have good relations, to be able to trade, to share information, particularly given some of the challenges that the two face here, in the Maghreb.
And, by the way, that is something that I heard in both capitals, and I heard in Tunisia, and in Libya, as well.
There will be a new round for the solution of the Western Sahara problem. I talked with Secretary General Ban Ki-moon just before I left. We are going to support that round, that mediation. There are good ideas on the table, and there are ways to move forward. We don't need to start over.
And so, I hope that we can very much move forward and get this resolved.

En réponse à une question concernant le Sahara Occidental, le Secrétaire général a souligné qu'il avait reconnu l'importance de poursuivre les négociations aussi longtemps que les parties sont engagées dans le processus. En attendant, il a salué l'accord des parties à élargir le programme de mesures de confiance. Selon lui, cet accord a un impact direct sur la qualité de vie des gens du Sahara Occidental et il peut aider à établir la confiance, ce qui pourrait permettre de sortir de l'impasse dans d'autres domaines.

En réponse aux nombreuses questions des journalistes concernant Peter van Walsum, le Secrétaire général apprécie le travail de son Envoyé spécial pour le Sahara occidental. Au cours des trois dernières années, Peter van Walsum a travaillé avec les parties, les pays voisins et d’autres acteurs, afin de tenir quatre cycles de négociations. Le Secrétaire général demeure déterminé à offrir ses bons offices aux parties au moment où celles-ci préparent le cinquième cycle de négociations cet automne. Il croit fermement qu’il est nécessaire de revitaliser le processus de négociations afin de parvenir à une solution pacifique au Sahara occidental. L’annonce de la nomination du nouvel envoyé spécial sera faite prochainement.»

Before I complete my briefing, I’ve had a number of questions this morning regarding press reports by Peter van Walsum. The Secretary-General appreciates the work done by his Personal Envoy for Western Sahara, Peter van Walsum. Over the past three years, Mr. van Walsum has worked with the parties, neighbouring countries and other stakeholders to convene four rounds of negotiations.The Secretary-General remains committed to offering the parties his good offices, as they prepare for the fifth round of the negotiations this fall. He firmly believes that there is a need to revitalize the negotiation process in order to attain a peaceful solution in Western Sahara. An announcement of the new Personal Envoy will be made soon.»
