In memoriam ambassador Frank Ruddy

Former US Ambassador Frank Ruddy, was vice-president of the Identification Commission of the MINURSO in 1994. At the end of his mission he made ​​serious accusations against MINURSO during a testimony on 25 January 1995 before a subcommittee of the House of Representatives of the Congress of the United States investigating the activities of the UN. He noted serious irregularities and errors tolerated by the United Nations in the implementation of the peace plan which should lead to a self-determination referendum.  
He remained throughout his life a strong supporter of self-determination of the Saharawi people and has spoken on numerous occasions, criticizing the slow and bias of the UN.
He last action was a letter to the French President F. Hollande to support Human Rights Monitoring in WS on early April 2014.
 He died on May 7.

L'ancien ambassadeur US Frank Ruddy, a été en 1994 vice-président de la Commission d'identification de la MINURSO. A la fin de sa mission il avait formulé de graves accusations contre cette Mission lors de sa déposition,  le 25 janvier 1995 devant une sous-commission de la Chambre des Représentants du Congrès des Etats-Unis qui enquêtait sur les activités de l'ONU. Il a fait état de graves erreurs et irrégularités tolérées par l'ONU dans la mise en oeuvre du plan de paix pour un référendum d'autodétermination au Sahara Occidental. Il est resté sa vie durant un fervent partisan de l'autodétermination du peuple sahraoui et s'est exprimé à de nombreuses occasions, critiquant la lenteur et la partialité de l'ONU.
Son dernier engagement a consisté en une lettre au président français F. Hollande pour soutenir la surveillance des droits de l'homme au Sahara Occidental début avril 2014
Il est décédé le 7 mai 2014.

Embajador US Frank Ruddy, fue en 1994 vicepresidente de la Comisión de Identificación de la MINURSO. Al final de su misión había expresado graves acusaciones  contra la MINURSO
durante su testimonio el 25 de enero de 1995 ante un subcomité de la Cámara de Representantes del Congreso de los Estados Unidos que investiga las actividades de la ONU. Señaló graves irregularidades y errores toleradas por las Naciones Unidas en la aplicación del plan de paz por un referéndum de autodeterminación. Permaneció durante toda su vida un firme partidario de la autodeterminación del pueblo saharaui y se ha expresado en numerosas ocasiones, criticando la lentitud y parcialidad de la ONU.
Ha fallecido el 7 de mayo de 2014.
